临是泽上有地：地在泽上，居高临下看着。占到临，说明「有利的时机正在靠近」，而且你有位置去看、去管。但卦辞给了明确的警告：「至于八月有凶」——好时候是有期限的。做法是「教思无穷，容保民无疆」：趁着有位置，把体系和人心建起来。
